2020 Comprehensive Review Process

Comprehensive reviews are designed for proposed programs that are outside an institution’s CBHE-approved mission, are outside the institution’s service region, require substantial costs to launch and sustain, degrees at the baccalaureate level or higher that fall within the CIP code of 14 (Engineering), are doctoral degrees as described in 6 CSR 10-4.010, or education specialist degrees.

 

Preliminary proposals will be posted for public comment for 20 days.  During this time, DHEWD staff will evaluate the proposals and will, in consultation with the CBHE, determine which of the preliminary proposals will undergo comprehensive review.

 

Phase II proposals are posted for public comment for 20 days after a program has been accepted for a full comprehensive review by the CBHE.

 

St. Charles Community College - New

 

 

Public comment on this new information is now being solicited for 20 days, through Thursday, January 14, 2021.

 

The following Phase II proposal and supporting documentation has been received for review, on behalf of St.Charles Community College.

 

 

Ozarks Technical Community College - New

 

 

Public comment is now being solicited for 20 days, through Thursday, December 24, 2020, with tentative CBHE action in March, 2021.

 

St. Louis Community College - New

Respiratory Therapy (Metropolitan Community College)--NEW INFO!

Metropolitan Community College's initial proposal was submitted jointly with eight Missouri community colleges. The CBHE, at its September 2020 meeting, requested  additional information regarding which institutions were seeking to offer the degree individually versus those seeking to offer the degree as part of a consortial arrangement. To clarify, Metropolitan Community College is proposing to offer the Bachelor of Applied Science in Respiratory Therapy and has submitted the following additional documents to be included as part of their application.  For transparency, those documents are included below and public comment is now being solicited for 20 working days, through November 18, 2020.

 

Respiratory Therapy

The following proposal has been received for preliminary review, on behalf of eight Missouri community colleges, and the public comment period is now open through July 31, 2020.

 

Tentative Timeline for Review

DHEWD will stick as closely to this timeline as possible.  However, due to the complexity of the issue, it may be necessary to expand the timeline to ensure all questions and concerns are adequately addressed prior to decision-making. 

 

July-September 2020

Preliminary proposals will be posted for public comment for 20 days during this period. DHEWD staff will evaluate the proposals and determine which of those received will be undergo comprehensive review.

 

September 2020

Proposals selected for the comprehensive review cycle will be formally announced at the September 2020 CBHE meeting.

 

September 2020–February 2021

Institutions submit Phase II proposal for comprehensive review and those proposals will be posted for public comment for 20 days while DHEWD staff works with each institution to ensure the proposal is complete and the CBHE has all the information and data necessary to approve or disapprove the proposed program.

 

March 2021

The Coordinating Board for Higher Education may take action on the proposals considered through comprehensive review at its March meeting, and institutions will be notified of the decision in writing following the meeting.
