Proprietary School Certification for CDL Schools

General Information

To offer Commercial Driver’s License (CDL) training in Missouri, you must first apply for certification or exemption from Proprietary School Certification. Any school, business, training provider, or organization that is not certified or exempt is prohibited from operating in Missouri.

There are a few requirements specific to CDL training you are required to adhere to, including:  

  • CDL training must follow Entry-Level Driver Training (ELDT) training requirements established and enforced by the U.S. Department of Transportation’s Federal Motor Carrier Safety Administration (FMCSA)
  • The Missouri Department of Revenue’s Driver License Bureau (DLB) publishes the CDL Manual, which outlines the required curriculum based on federal rules
  • The DLB and Missouri State Highway Patrol set and enforce rules for CDL examiners and third-party testers
  • Schools must honor all FMCSA requirements and submit graduate records to the FMCSA Training Provider Registry to maintain certification
  • Instructor requirements:
    • Must hold (or have previously held) a CDL of the same or higher class as the one being taught
    • Must have at least 2 years of driving experience or 2 years of behind-the-wheel instructing experience at that class or higher
  • Instructors without a CDL can only teach classroom theory or behind-the-wheel training in parking lots or on private roads
