Leonard P. ToenjesBoard Chair
Mr. Leonard "Len" Toenjes was appointed to serve on the State Workforce Development Board in April 2008 and serves as the Board Chair. Mr. Toenjes is the President of AGC in Missouri. Mr. Toenjes is a Certified Association Executive by the American Society of Association Executives. He serves as a trustee on the AGC of America Education and Research Foundation; an appointee to the Missouri State Board of Mediation; Chairman of St. Louis Metropolitan Sewer District Rate Commission; board member of Citizens for Modern Transit; and an executive committee member of Missourians for Transportation Investment.

Cara CanonVice Chair ProEnergy
Ms. Cara Canon was appointed to serve on the State Workforce Development Board in March 2010. Ms. Canon is the Principal of ProEnergy. Ms. Canon serves on several boards focusing on higher education, community wellness, and workforce development. Her passion is developing and enhancing Christian philanthropic programs serving the underprivileged both domestically and abroad.

Garland BartonExecutive Team Member
Mr. Garland Barton was appointed to serve on the State Workforce Development Board in March 2010. Mr. Barton is the Corporate Education and Business Engagement representative with Missouri State University in West Plains. Mr. Barton has worked in various human resources positions. In 2019 he formed Show Me Workforce Solutions, which provides consulting to area business in employment, workforce development, and training.

Celeste CramerExecutive Team Member Cox Health
Ms. Celeste Cramer was appointed to serve on the State Workforce Development Board in December 2020. Ms. Cramer is the System Director of Recruitment and Retention with Cox Health. Ms. Cramer holds a Bachelor degree in Business Administration from Evangel University, a Master of Science in Operations Management from the University of Arkansas, and a Graduate Certificate in Project Management. She is a SHRM Senior Certified Professional. She serves on the Leadership Springfield Board of Directors, and is the Vice Chair of the GO CAPS Board of Directors.

Virgil WhiteExecutive Team Member Evergy
Mr. Virgil White III was appointed to serve on the State Workforce Development Board in December 2020. Mr. White is the Senior Customer Solutions Management with Evergy. Mr. White holds a Department of Labor Approved Apprenticeship as a Journeyman Lineman Splicer, as well as a Bachelor of Arts degree in English from Morehead State University. He is a 2019 graduate of Leadership Missouri.

Denny HoskinsMissouri Senate
Senator Denny Hoskins was appointed to serve on the State Workforce Development Board in January 2021. Sen. Hoskins represents District 21 in the Missouri State. Sen. Hoskins holds a Bachelor’s degree in Accounting from the University of Central Missouri. He has served in the Missouri Army National Guard. He is a member of the American Institute of CPA's and the Holden and Warrensburg Chambers of Commerce.

Jeff ColemanMissouri House of Representatives
Representative Jeff Coleman was appointed to serve on the State Workforce Development Board in July 2020. Rep. Coleman represents District 32 in the Missouri House of Representatives. Rep. Coleman attended Graceland University. He has served on the Grain Valley Board of Alderman, the Grain Valley Industrial Department Corporation, and the Grain Valley Industrial Development Committee. He is a former president of the Grain Valley Chamber of Commerce.

Greta BaxMissouri AFL-CIO, Jefferson City
Ms. Greta Bax was appointed to serve on the State Workforce Development Board in October 2019. Ms. Bax joined the MO AFF-CIO in 2018, and helped create Missouri Works, a not-for-profit that focuses on providing workforce development activities by eliminating employment barriers. Ms. Bax holds a Bachelor of Arts from Drury University and a Master of Public Affairs and Juris Doctor from the University of Missouri. She is a member in good standing with the Missouri Bar and has previously worked in the Missouri House of Representatives and Missouri Senate as legislative director and chief of staff.

Rob BinneyLee's Summit Workforce Alliance
Binney has served as Senior Vice President of Citizens Bank and Trust (soon to be Southern Bank) since 2017, a member of the Lee’s Summit City Council from 2012-2020, and as Mayor Pro Tempore from 2016-2018. Binney is a member of the executive committee of the Lee’s Summit Workforce Alliance, as well as the advisory board of the Truman Heartland Community Foundation and the Lee’s Summit Education Foundation. Binney holds a bachelor’s degree in history and a bachelor’s degree in political science from the University of Missouri. |

Mr. Tony Bryan was appointed to serve on the State Workforce Development Board in December 2020. Mr. Bryan is the Executive Director of CyberUp. Mr. Bryan honorably served in the United States Army for 9 years. During that time, he completed his Bachelor of Science in Business from Columbia College and a Master of Business Administration from Webster University. He serves as a board member for TechSTL, Sparrow's Nest Maternity Home, and the Vetwork. He is a 2014 graduate odd the Vision of St. Charles County Leadership Class.

Dr. Don Cook was appointed to serve on the State Workforce Development Board in March 2010. Dr. Cook is the CEO, President, and owner of Capital International Communications. Dr. Cook holds a Doctorate in Education from St. Louis University. He has served on the Lincoln University Board of Curators, Parkway School District Board of Education, and the Webster University Community Music School Board.

Mr. Gary Jungermann was appointed to serve on the State Workforce Development Board in December 2020. Mr. Jungermann is the Presiding Commissioner with the Callaway County Commission. He has previously served on the South Callaway County School Board. He was named the 2021 Commissioner of the Year by the County Commissioners association of Missouri.

Mr. Gregg Roberts was appointed to serve on the State Workforce Development Board in December 2020. Mr. Roberts is the Vice President of Human Resources and Employee Development with Hillyard Inc. and Hillyard Industries, Inc. Mr. Roberts holds a Bachelor of Science and Master of Science in Management from Friends University. He serves on the Northwest Region Workforce Development Board, the Society of Human Resource Management, and the Human Resource Management Association of Northwest Missouri, where he has served as president, vice president and a member of their State Council.

Mr. LeRoy Stromberg, Jr. was appointed to serve on the State Workforce Development Board in March 2010. Mr. Stromberg is the Senior Advisor with Alberici Group Inc. Mr. Stromberg holds a Bachelor’s of Science in Business Management / Construction from Missouri State University. He serves on the Civil Industry and Advisory Board, Parks College of Engineering, Aviation & Technology through St. Louis University as well as the Society of Military Engineers and the Consulting Constructors' Council of America.

Ms. Jill Williams was appointed to serve on the State Workforce Development Board in December 2020. Ms. Williams is the Vice President of Workforce Initiatives with the Missouri Hospital Association. She serves on the Missouri Business & Industry Council and the Missouri Healthcare Workforce Coalition.

Anna Hui serves as the State Board Representative for the Department of Labor and Industrial Relations. Ms. Hui is the Director at the Department. Ms. Hui holds a Bachelor’s degree in psychology from the University of Illinois-Urbana, a Master’s of Science in Management and a Masters of Business Administration from the University of Maryland Global Campus. She holds a Juris Doctorate in Employment and Immigration Law from the Loyola University of Chicago School of Law. She has served as chair of the Show Me Recovery Task Force, a Committee Member for the Advisory Committee on Data for Evidence Building, and served as Past Board Chairperson and President for the National Association of State Workforce Agencies.

Ms. Maggie Kost serves as the State Board Representative for the Department of Economic Development. Ms. Kost is the Acting Director with the Department. Ms. Kost holds a Bachelor of Science degree in Diplomacy and International Relations from Seton Hall University, graduating Magna Cum Laude. She is a graduate of Leadership Missouri and an alumni of AmeriCorps St. Louis.

Dr. Margie Vandeven serves as the State Board Representative for the Department of Elementary and Secondary Education. Dr. Vandeven is the Commissioner of the Department. Dr. Vandeven holds a Bachelor’s degree in Education from Missouri State University and a Master’s degree in educational administration and supervision from Loyola University Maryland. She received a doctorate of philosophy in educational leadership from Saint Louis University. She has been recognized by Missouri State University as a distinguished alumna.

Dr. Chris Clause serves as the State Board Representative for the Department of Elementary and Secondary Education, Vocational Rehabilitation. Dr. Clause is the Assistant Commissioner of the Office of Adult Learning and Rehabilitation. Dr. Clause holds a Bachelor’s degree in psychology from Indiana University-Bloomington and a Master’s degree in psychology from the University of Central Missouri. He received a Doctorate of Philosophy in public affairs from the University of Missouri-Columbia. He is a past President of the Missouri Rehabilitation Association.

Dr. Bennett Boggs serves as the State Representative for the Department of Higher Education and Workforce Development. Dr. Boggs is the Commissioner of Higher Education and Workforce Development. He holds a bachelor’s degree in psychology from Wake Forest University, a master’s of education from The College of William and Mary, a Ph.D. in Higher Education Policy Studies from the University of Virginia, and completed the Institute for Management and Leadership in Education at the Graduate School of Education at Harvard University. |
