Background
MoExcels funding facilitates development and expansion of employer-driven education and training programs and initiatives to substantially increase educational attainment. Funding recommended through MoExcels is available for a single fiscal year. If full funding of a project requires a multi-year phase in, each year's funding should stand on its own in the event that funds are not appropriated in subsequent years. A core funding increase may be requested after the third year in which a funded project achieves its performance goals.
MDHEWD will continue to work with partners and colleges on workforce needs through other opportunities as they become available, either through various non-profits, philanthropy, or federal grants.
FY 2025
Public colleges and universities were asked to submit proposals for funding in FY 2025 to facilitate development and expansion of employer-driven educational training programs, including entrepreneurship, to increase education attainment and career opportunities for populations historically underserved by higher education. Twenty-three proposals were submitted, requesting a total of $59.4 million. Scoring of proposals was completed by staff at the Missouri Department of Higher Education & Workforce Development and the Department of Economic Development. The following list shows the proposals ranked in order by recommendation, which was reviewed by members of the Coordinating Board and the Commissioner of Higher Education.

Public colleges and universities were asked to submit proposals for funding in FY 2024 to facilitate development and expansion of employer-driven educational training programs, including entrepreneurship, to increase education attainment and career opportunities for populations historically underserved by higher education. Twenty-five proposals were submitted, requesting a total of $50.3 million. Governor Parson recommended, and the General Assembly appropriated, 19 projects totaling $38.3 million, which are listed below.

Public colleges and universities were asked to submit proposals for funding to facilitate development and expansion of employer-driven education and training programs for funding in FY 2021. Twenty-eight proposals were submitted, requesting a total of $37.8 million.
Due to the COVID-19 pandemic, FY 2021 MoExcels funding proposed by the Governor was not appropriated. However, the 17 proposals totaling $21.8 million recommended for funding in the FY 2021 budget were appropriated by the General Assembly in FY 2022:

- FY 2020
Public colleges and universities were asked to submit proposals for funding to facilitate development and expansion of employer-driven education and training programs for funding in FY 2020. Thirty-nine proposals were submitted, requesting a total of $74.8 million. The Coordinating Board approved an FY 2020 budget request of $55.8 million. Governor Parson recommended 18 projects at $16.3 million. The General Assembly appropriated $18.9 million as line items to 19 projects as indicated below.
