Executive Team
Mr. Leonard "Len" Toenjes was appointed to serve on the State Workforce Development Board in April 2008 and serves as the Board Chair. Mr. Toenjes is the President of AGC in Missouri. Mr. Toenjes is a Certified Association Executive by the American Society of Association Executives. He serves as a trustee on the AGC of America Education and Research Foundation; an appointee to the Missouri State Board of Mediation; Chairman of St. Louis Metropolitan Sewer District Rate Commission; board member of Citizens for Modern Transit; and an executive committee member of Missourians for Transportation Investment.
Mr. Gregg Roberts was appointed to the State Workforce Development Board in December 2020. He is the Principal Consultant for HR Focus Group LLC, a company he founded after more than 25 years in the manufacturing and distribution industry. With almost 35 years of experience in human resources, Mr. Roberts brings a wealth of knowledge and leadership to his role. He holds a Bachelor of Science in Human Resources and a Master of Science in Management from Friends University. In addition to his state-level appointment, he also serves on the North Region Workforce Development Board.
Mr. Garland Barton was appointed to serve on the State Workforce Development Board in March 2010. Mr. Barton has worked in various human resources positions. In 2019 he formed Show Me Workforce Solutions, which provides consulting to area businesses in employment, workforce development, and training.
Mr. Virgil White III was appointed to serve on the State Workforce Development Board in December 2020. Mr. White is the Senior Customer Solutions Management with Evergy. Mr. White holds a Department of Labor Approved Apprenticeship as a Journeyman Lineman Splicer, as well as a Bachelor of Arts degree in English from Morehead State University. He is a 2019 graduate of Leadership Missouri.
Business & Industry Leaders
Rob Binney was appointed to serve on the State Workforce Development Board in March 2023. Binney is an experienced commercial banker and currently serves as a Vice President at Equity Bank in Lee’s Summit. His career includes leadership roles in both the banking and real estate industries, as well as active involvement in numerous professional and non-profit organizations.
From 2012 to 2020, Binney served on the Lee’s Summit City Council. His public service has focused on fostering strong community partnerships and uniting employers, educators, and residents to drive workforce development and regional economic growth. He continues to advance community progress through his work on the executive committee of the Lee’s Summit Workforce Alliance and as a board member for both the Truman Heartland Community Foundation and the Lee’s Summit Educational Foundation.
Binney holds dual Bachelor’s degrees in History and Political Science from the University of Missouri, and he has completed multiple leadership programs and earned various professional recognitions throughout his career.
Mr. Tony Bryan was appointed to serve on the State Workforce Development Board in December 2020. Mr. Bryan is the Executive Director of CyberUp. Mr. Bryan honorably served in the United States Army for 9 years. During that time, he completed his Bachelor of Science in Business from Columbia College and a Master of Business Administration from Webster University. He serves as a board member for TechSTL, Sparrow's Nest Maternity Home, and the Vetwork. He is a 2014 graduate of the Vision of St. Charles County Leadership Class.
Dr. Don Cook was appointed to serve on the State Workforce Development Board in March 2010. Dr. Cook is the CEO, President, and owner of Capital International Communications. Dr. Cook holds a Doctorate in Education from St. Louis University. He has served on the Lincoln University Board of Curators, Parkway School District Board of Education, and the Webster University Community Music School Board.
Mr. Gary Jungermann was appointed to serve on the State Workforce Development Board in December 2020. Mr. Jungermann is the Presiding Commissioner with the Callaway County Commission. He has previously served on the South Callaway County School Board. He was named the 2021 Commissioner of the Year by the County Commissioners association of Missouri.
Ms. Jill Williams was appointed to serve on the State Workforce Development Board in December 2020. Ms. Williams is the Vice President of Workforce Initiatives with the Missouri Hospital Association. Ms. Williams holds a Bachelor of Science degree in Business Administration and a Master's degree in Education with an emphasis in career and technical education. She serves on the Missouri Business & Industry Council and the Missouri Healthcare Workforce Coalition.
Megan Price was appointed to serve on the State Workforce Development Board in August 2023. Ms. Price is the Executive Director of the Missouri Works Initiative, a workforce development nonprofit supported by the MO AFL-CIO. Ms. Price earned a Bachelor of Science in Economics and Management Marketing from Webster University.
Tracy Henke was appointed to serve on the State Workforce Development Board in April 2024. Tracy Henke has had an illustrious career marked by strategic leadership, operational excellence, and public service. She held senior federal government roles during a pivotal period in our national security and spent years in the U.S. Senate shaping and driving policy for Missouri and the nation. She led and expanded the reach of a large non-profit nationally and spent time providing strategic advice to companies throughout the country. While residing in the Washington DC metro most of her career, her love for Missouri remained steadfast. As the COO/Deputy Executive Director for the Advanced Manufacturing Innovation Center St. Louis (AMICSTL), Tracy brings her passion and wealth of experience back home to foster collaboration, drive innovation, create opportunities, and contribute to economic development in the St. Louis metro area and the state.
Department Liaisons
Anna Hui serves as the State Board Representative for the Department of Labor and Industrial Relations. Ms. Hui is the Director at the Department. Ms. Hui holds a Bachelor’s degree in psychology from the University of Illinois-Urbana, a Master’s of Science in Management and a Masters of Business Administration from the University of Maryland Global Campus. She holds a Juris Doctorate in Employment and Immigration Law from the Loyola University of Chicago School of Law. She has served as chair of the Show Me Recovery Task Force, a Committee Member for the Advisory Committee on Data for Evidence Building, and served as Past Board Chairperson and President for the National Association of State Workforce Agencies.
Dr. Chris Clause serves as the State Board Representative for the Department of Elementary and Secondary Education, Vocational Rehabilitation. Dr. Clause is the Assistant Commissioner of the Office of Adult Learning and Rehabilitation. Dr. Clause holds a Bachelor’s degree in psychology from Indiana University-Bloomington and a Master’s degree in psychology from the University of Central Missouri. He received a Doctorate of Philosophy in public affairs from the University of Missouri-Columbia. He is a past President of the Missouri Rehabilitation Association.
Dr. Bennett Boggs serves as the State Representative for the Department of Higher Education and Workforce Development. Dr. Boggs is the Commissioner of Higher Education and Workforce Development. He holds a Bachelor’s degree in Psychology from Wake Forest University, a Master’s of Education from The College of William and Mary, a Ph.D. in Higher Education Policy Studies from the University of Virginia, and completed the Institute for Management and Leadership in Education at the Graduate School of Education at Harvard University.
Dr. Karla Eslinger serves as the State Board Representative for the Department of Elementary and Secondary Education, Adult Education and Literacy. Dr. Eslinger is the Elementary and Secondary Education Commissioner. Dr. Eslinger holds a Bachelor’s Degree in Elementary Education from The College of the Ozarks, a Master’s Degree in Educational Administration and a Specialist Degree in Superintendency and Educational System Administration from Missouri State University. Dr. Eslinger received her Doctorate in Educational Leadership and Policy Analysis from the University of Missouri-Columbia.
Elected Officials
Representative Jeff Coleman was appointed to serve on the State Workforce Development Board in July 2020. Rep. Coleman represents District 32 in the Missouri House of Representatives. Rep. Coleman attended Graceland University.
Senator Kurtis Gregory was appointed to serve on the State Workforce Development Board in February 2025. Senator Gregory represents District 21 in the Missouri Senate. Senator Gregory earned his Bachelor’s degree and Master’s degree in General Agriculture from the University of Missouri.
